TTAP — short for Tohunga Transport Advisory Partners — is a small, senior, NZ-based consultancy working across transport, roading and 3-waters. "Tohunga" is te reo Māori for expert: a skilled practitioner whose authority comes from depth of practice. We chose the name as a commitment. Our team is structured so that every project is led by people with 15-plus years of practice across NZTA, councils, and major infrastructure programmes.

Headquartered at Level 3, 29 Waterloo Road, Lower Hutt. We deliver projects across Aotearoa New Zealand — from Northland to Southland — with focus areas in Wellington, the Kāpiti Coast, the Bay of Plenty, and Tauranga.
Public money should buy more than the deliverable. We are a locally based SME, and the way we staff and run a commission is where broader outcomes are actually won or lost — not in a policy appendix.
An established office, workforce and supplier network in the Hutt Valley. We prioritise local people on local work, and give preference to suitably qualified local suppliers — laboratories, surveyors, traffic-management providers and technical specialists — subject to capability, value for money, health and safety and programme.
We use commissions to build local capability rather than lean only on established senior resources: recruiting locally, structured mentoring for graduates and emerging professionals, an annual summer cadetship, support for memberships and certifications, and guest lectures and work experience with tertiary providers. Junior and intermediate staff work alongside senior technical leads.

Being local means most meetings, workshops and site visits happen with minimal travel — less cost, less staff time, fewer emissions. We prioritise public transport, cycling, e-bikes and EVs for business travel, run on renewable electricity, use NZ-hosted digital services where practical, refurbish and reuse IT equipment, and work digitally rather than on paper.
We report on it. Where a client wants broader outcomes measured, we report against the things that can actually be counted: proportion of work delivered locally, spend with local suppliers, graduate, cadet and work-experience opportunities provided, mentoring and professional-development hours, community initiatives supported, and travel and emissions avoided through local resourcing.
