Overview

TTAP has authored Activity Management Plans for Porirua City Council (2021–2024 and 2024–2027 cycles), Tasman District Council (2024–2027) and Masterton District Council (2024–2027). Each AMP combines a Strategic Business Case, Programme Business Case, asset analysis via a custom Power BI model, programme development with economic appraisal for each asset class, and the funding application through the Transport Activity Management Plan.

  • Asset condition assessment across pavement (sealed and unsealed), surfacing, structures (bridges, retaining walls), drainage, footpaths, traffic services (signs, signals, street lighting) and street furniture
  • Renewal-cost and renewal-quantity forecasting against current condition profile

  • Levels of service framework and ONF-category alignment

Recognition

The PCC AMP programme was audited by Road Efficiency Group and achieved a No. 3 national ranking, with the score rising from 2.56 to 2.78 out of 3 — measurable evidence that the methodology stands up to external scrutiny.

Team

Bob Hu (Managing Director / Principal Traffic Engineer) holds the three council relationships and led the strategic and programme business cases across all three AMPs. Stu Zhang (Transport Modeller / Assets Analyst) built and maintains the Power BI asset-analysis model that anchors every AMP cycle. Wendy Li (Project Manager / Transport Planner) led the Tasman and Masterton AMP delivery. Yiyao Cheng (GIS Specialist) provided GIS overlay and spatial data integration.
